A BILL TO AMEND SECTION 56-3-1240, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE DISPLAY OF LICENSE PLATES ON A MOTOR VEHICLE, SO AS TO PROVIDE THAT A VEHICLE MAY NOT BE STOPPED FOR HAVING A FRAME ON ITS LICENSE PLATE THAT OBSCURES THE LICENSE PLATE LETTERS OR NUMBERS IN THE ABSENCE OF A VIOLATION OF ANOTHER LAW.
