A BILL TO AMEND SECTION 16-11-311 OF THE 1976 CODE, RELATING TO BURGLARY IN THE FIRST DEGREE, TO ENACT THE "HOME INVASION PROTECTION ACT," TO PROVIDE PENALTIES FOR BURGLARY IN THE FIRST DEGREE IF A PERSON WHO IS NOT A PARTICIPANT IN THE CRIME IS PRESENT IN THE DWELLING.
