A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING CHAPTER 66 TO TITLE 12 ENTITLED THE "SOUTH CAROLINA MALLS REVITALIZATION ACT" SO AS TO PROVIDE CERTAIN TAX CREDITS FOR REHABILITATING CERTAIN MALLS BY MAKING THEM MORE OF A MIXED-USE, MIXED-INCOME, PEDESTRIAN-ORIENTED AREA.
