A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 56-5-2774 SO AS TO ALLOW THE DEPARTMENT OF PUBLIC SAFETY TO ISSUE A CIVIL PENALTY CITATION AGAINST THE REGISTERED OWNER OF A VEHICLE VIOLATING CERTAIN PROVISIONS THAT PERTAIN TO A VEHICLE MEETING OR OVERTAKING A SCHOOL BUS, AND TO PROVIDE A METHOD TO CHALLENGE THE CITATION.
