A HOUSE RESOLUTION TO AMEND RULE 10 OF THE RULES OF THE HOUSE OF REPRESENTATIVES BY ADDING RULE 10.14 SO AS TO PROVIDE THAT FOR EVERY LEGISLATIVE DAY THE HOUSE OF REPRESENTATIVES DOES NOT ADDRESS CERTAIN ISSUES, THE MEMBERS OF THE HOUSE OF REPRESENTATIVES SHALL FORFEIT ONE DAY OF SUBSISTENCE ALLOWANCE.
