A HOUSE RESOLUTION TO AMEND RULE 1 OF THE RULES OF THE HOUSE OF REPRESENTATIVES, RELATING TO THE SPEAKER AND THE SPEAKER PRO TEMPORE, BY ADDING RULE 1.13 SO AS TO CLARIFY AND EXPRESSLY AUTHORIZE THE SPEAKER OF THE HOUSE TO INITIATE OR INTERVENE IN ANY ACTION ON BEHALF OF THE HOUSE AT ANY TIME, IN HIS DISCRETION, WHEN THE INTERESTS OF THE HOUSE WARRANT.
