A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 38-3-450 SO AS TO AUTHORIZE THE DIRECTOR OF THE DEPARTMENT OF INSURANCE TO PROMULGATE AN EMERGENCY REGULATION CONCERNING THE PAYMENT OF A CLAIM AFTER THE GOVERNOR HAS DECLARED A STATE OF EMERGENCY, TO PROVIDE WHAT CONSTITUTES A VALID CLAIM, AND TO PROVIDE A PENALTY FOR AN INSURER THAT COMMITS AN IMPROPER CLAIM PRACTICE WHILE SUBJECT TO THE EMERGENCY REGULATION.
