A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING CHAPTER 34 TO TITLE 27 SO AS TO PROVIDE FOR LIENS FOR NONPAYMENT OF FEES, FINES, ASSESSMENTS, OR OTHER CHARGES OWED TO A HOMEOWNERS ASSOCIATION AND, AFTER THE EFFECTIVE DATE OF THIS ACT, TO PROHIBIT A HOMEOWNERS ASSOCIATION FROM FORECLOSING ON A LIEN IF THE LIEN IS SOLELY FOR NONPAYMENT OF FEES, FINES, ASSESSMENTS, OR OTHER CHANGES.
