A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING ARTICLE 38 TO CHAPTER 5, TITLE 56 SO AS TO PROVIDE THAT THE DEPARTMENT OF MOTOR VEHICLES SHALL REQUIRE THAT CERTAIN VEHICLES MUST UNDERGO AN ANNUAL INSPECTION, TO PROVIDE A FEE FOR THE INSPECTION, AND TO PROVIDE PENALTIES FOR VIOLATIONS OF THIS ARTICLE.
