A BILL TO DESIGNATE WINTHROP UNIVERSITY AS THE HEADQUARTERS AND PRIMARY HOST UNIVERSITY OF THE SOUTH CAROLINA SMALL BUSINESS DEVELOPMENT CENTERS PROGRAM, AND TO PROVIDE THAT THE POLICIES ADOPTED BY WINTHROP UNIVERSITY SHALL SERVE AS THE POLICIES FOR ALL EMPLOYEES OF THE PROGRAM.
