AN ACT RELATING TO TOWNS AND CITIES -- SUBDIVISION OF LAND

This bill requires all municipalities in the state to adopt and implement electronic permitting systems for development applications related to zoning, land subdivision, and low-income housing by October 1, 2025. Under the new rules, towns and cities must use computer-based tools to automate tasks such as plan submission, review scheduling, fee calculation, and project tracking, making all necessary filings and documents digital. To fund this transition, local governments will charge applicants an additional fee equal to one-tenth of one percent of the total application fee, which will be collected and used to support a statewide electronic service system. The state building commissioner will have the authority to create regulations to ensure consistent implementation across the state, while the department of business regulation will handle reimbursements for compliance costs.
