AN ACT RELATING TO WATERS AND NAVIGATION -- REGISTRATION OF OUTBOARD MOTORS (Prohibits the DEM and any city or town from requiring an owner of any watercraft from providing their social security number or other tax identification number in order to register or obtain a certificate of title for such watercraft.)
