AN ACT RELATING TO ANIMALS AND ANIMAL HUSBANDRY -- CRUELTY TO ANIMALS (Prohibits person convicted of unnecessary cruelty to animals from owning or exercising control of an animal for a period of not less than twenty (20) years. Penalty for violation one thousand dollars ($1000) and forfeiture of animal.)
