JOINT RESOLUTION TO APPROVE AND PUBLISH AND SUBMIT TO THE ELECTORS A PROPOSITION OF AMENDMENT TO THE CONSTITUTION OF THE STATE OF RHODE ISLAND -- STANDING TO SUE GRANTED TO MEMBERS OF THE GENERAL ASSEMBLY (This joint resolution would propose a constitutional amendment which, if approved by the voters, would grand standing to each member of the general assembly to file a lawsuit in the Superior Court challenging any governmental expenditure or tax.)
