JOINT RESOLUTION TO APPROVE AND PUBLISH AND SUBMIT TO THE ELECTORS A PROPOSITION OF AMENDMENT TO THE CONSTITUTION OF THE STATE (BIENNIAL STATE BUDGET) (This joint resolution would require the governor to prepare and present to the general assembly a biennial consolidated operating and capital improvement state budget on or before April 1 in odd-numbered years commencing in the year 2021.)
