AN ACT RELATING TO CRIMINALS - CORRECTIONAL INSTITUTIONS - PAROLE (Provides that prisoners who committed offenses prior to age eighteen (18) and were sentenced as adults would be eligible for parole after completing fifteen (15) years of their sentence.)
