AN ACT RELATING TO MOTOR AND OTHER VEHICLES-MOTOR VEHICLES REPARATION ACT (Penalizes driving motor vehicle required to be registered in this or any state without insurance or proof of insurance and abolish requirement that operator knew the vehicle was uninsured or unregistered making them strict liability offenses.)
