An Act amending the act of February 9, 1999 (P.L.1, No.1), known as the Capital Facilities Debt Enabling Act, in capital facilities, further providing for administration of redevelopment assistance capital projects.

This bill amends Pennsylvania's Capital Facilities Debt Enabling Act to add specific rules for managing redevelopment assistance capital projects. It requires project applicants to inform the state secretary if a funded project cannot be completed as planned. Under the new provision, any remaining unspent funds from such a project must stay within the original county and cannot be moved to other projects in different counties. The changes take effect 60 days after the bill is passed.
