An Act amending the act of June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania Election Code, in preliminary provisions, further providing for definitions; in the Secretary of the Commonwealth, further providing for requirements relating to voter identification; in preparation for and conduct of primaries and elections, further providing for manner of applying to vote, persons entitled to vote, voter's certificates, entries to be made in district register, numbered lists of voters and challenges; and, in voting by qualified absentee electors, further providing for canvassing of official absentee ballots and mail-in ballots.

Added new acceptable identification documents for voters with religious objections to being photographed, including copies of documents that satisfy specific paragraph requirements.

Added new identification requirements for qualified absentee and mail-in voters, including driver's license numbers or last four digits of Social Security numbers as alternatives.

Changed name matching requirements from 'substantially matches' to 'conforms to' the name in the district register, making the standard stricter.

Added new acceptable identification documents including paychecks, paystubs, government checks, and proof of insurance documents.

Updated printer's number from PN 0991 to PN 1624 and added new sponsor Mentzer to the list of bill sponsors.
