An Act amending Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, in military educational programs relating to medical officer or health officer incentive program, further providing for definitions, for establishment of program, for program stipend, for additional incentives, for recoupment of incentive payments, for adjustment of stipend amounts and for eligibility; and making editorial changes.

Expanded the list of sections to be amended to include 3211, 3212, 3213, 3214, 3216, 3217, 3223, and 3232, broadening the bill's applicability beyond just administration and funding.

Increased the monthly stipend for medical officers with a doctoral degree from $500 to $1,000.

Extended the maximum duration for receiving medical residency stipends from 36 months to 48 months for officers with doctoral and master's degrees.

Changed the effective date of the act from a 60-day period to the beginning of calendar year 2026.

Updated the definition of 'Member in good standing' to explicitly require participation in all scheduled duties and training periods.

Revised the definition of 'Resident physician' to clarify assignment requirements and added specific stipend details for behavioral health and environmental science officers.
