An Act authorizing the State Armory Board to enter into such agreements as may be necessary to exchange with a branch of the United States Armed Forces the right of occupancy in, use of and obligations belonging to certain proprieties owned, managed or occupied by either the State Armory Board or a branch of the United States Armed Forces.
This bill authorizes the Pennsylvania State Armory Board to swap property usage rights with the United States Army Reserve. Specifically, it allows the exchange of the Johnstown Walters Avenue Readiness Center, currently used by the National Guard, for Building #228 at the Johnstown-Cambria County Airport, which is currently leased to the Army Reserve. The agreement requires that state funds be available to cover maintenance and renovation costs and permits the State Armory Board to sign leases lasting at least 25 years. Ultimately, the legislation facilitates a formal property swap between state and federal military entities to support their respective missions in the Johnstown area.
