HB 2492 Pennsylvania House · 2023-2024 Regular Session

An Act amending the act of June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania Election Code, in county boards of elections, further providing for expenses of county boards and of primaries and elections to be paid by county, expenses of special elections and boards to be provided with offices; and, in returns of primaries and elections, further providing for place of meeting for computation of votes, notice, papers to be prepared and assistants to be sworn and for computation of returns by county board, certification and issuance of certificates of election.

HB 2492 amends Pennsylvania's Election Code to clarify how county boards of elections manage their operations and handle election results. The bill requires county commissioners to provide suitable offices for these boards and mandates that primary and general election expenses be paid by the county. It also establishes specific procedures for counting votes, including public notice of meeting times and places, the preparation of official forms, and the requirement that all assistants be sworn in before performing their duties. Finally, the legislation sets a timeline for completing vote counts, requiring boards to begin the process by 9 a.m. on the third day after an election and continue until finished.
