An Act amending the act of December 7, 1982 (P.L.784, No.225), known as the Dog Law, in short title and definitions, further providing for definitions; in licenses, tags and kennels, further providing for kennels, for requirements for kennels, for revocation or refusal of kennel licenses and for health certificates for importation; and, in enforcement and penalties, further providing for rules and regulations.

This bill amends Pennsylvania's existing Dog Law to update definitions, licensing requirements, and health protocols for dog kennels. It clarifies what constitutes a commercial kennel by setting a threshold of selling more than 60 dogs annually and explicitly excludes nonprofit organizations that exclusively breed and train service dogs for people with disabilities. The legislation introduces stricter health measures for imported dogs, mandating a 14-day quarantine unless specific veterinary tests and vaccinations are completed before transport. Additionally, it establishes a lower annual license fee of $35 for service dog kennels and expands the grounds for revoking kennel licenses to include convictions for animal cruelty that cause bodily injury.
