An Act amending the act of October 24, 2018 (P.L.733, No.118), known as the Assistance and Service Animal Integrity Act, further providing for definitions; establishing the trained service animal card; providing for the documentation of service dogs and for admittance of registered service animal to public accommodations; establishing a trained service animal card database; providing for immunity from liability; and making editorial changes.

This bill amends Pennsylvania's existing Assistance and Service Animal Integrity Act to clarify definitions and establish a formal system for documenting service dogs. It creates a new trained service animal card and a corresponding database managed by the Department of Health to verify the credentials of service animals entering public accommodations. The legislation also updates rules for housing, allowing landlords to request written documentation from tenants only when a disability is not obvious, while providing immunity from liability for injuries caused by registered service animals.
