Sen. Kate Lieber

Authorizes the Oregon Department of Administrative Services to enter into agreements to own and oversee the operations of the Moda Center in the City of Portland. Provides that agreements may not pledge or obligate state moneys except for moneys in the Oregon Arena Fund. Creates the Oregon Arena Fund in the State Treasury. Dedicates certain tax revenues related to work in and around the Moda Center to the fund. Sets forth prerequisite conditions for tax diversion and debt issuance. Sets forth mandatory provisions of agreements relating to the Moda Center. Declares an emergency, effective on passage.

Modifies the authority of the Department of Environmental Quality to enter into agreements with regulated entities to expedite or enhance a regulatory process. Takes effect on the 91st day following adjournment sine die.

Provides that any elector may vote in a primary election. Requires that all candidates of any political party appear on one ballot at a primary election. Provides that the two candidates who receive the two highest numbers of votes at a primary election are nominated to the general election. Permits a political party to decline to participate in the primary election and to nominate the party's candidates using the party's individual nominating process. Provides for the process by which vacancies in specified offices are to be filled. Permits political parties that endorse candidates at an election to be listed on the ballot. Prohibits political parties from endorsing candidates unless the parties provide for fair and open participation by all electors affiliated with those parties in making the endorsement. Repeals provisions regarding precinct committeepersons, county central committees and state central committees.

] Provides that an operator may require [ an adult ] a person who engages in a sport, fitness or recreational activity in various ways to release the operator from claims for ordinary negligence. [ Directs the Oregon Business Development Department to study recreation commerce and report to an appropriate committee or interim committee of the Legislative Assembly no later than December 15, 2026. ] Declares an emergency, effective on passage.

Requires the Oregon Health Authority to study health care. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health care no later than September 15, 2027. Sunsets on January 2, 2028.

Limits to 15 the number of legislative measures that other statewide elected officials and the Judicial Department may each ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Authorizes the Senate Rules Committee or the House Rules Committee to ask the Legislative Counsel to prepare additional measures on behalf of requesters. Authorizes the measure's requester to ask the Legislative Counsel to prepare an additional measure when the first legislative chamber passes or adopts a measure. Applies to requests for legislative measures made for the 2027 regular session and subsequent odd-numbered year regular sessions. Declares an emergency, effective on passage.

Appropriates moneys to a borrowing agency if the agency has insufficient available moneys to repay transferred amounts. Creates an offset against fire protection costs for certain forestland. Removes transfer and reporting requirements relating to the State Forestry Department Cash Flow Repayment Fund. Provides for a grant program for retrofitting of dwellings for wildfire resilience. Takes effect on the 91st day following adjournment sine die.

Modifies the procedure for the expunction of certain juvenile records. Directs the juvenile department to initiate the statutory expunction process for juvenile records relating to acts that if committed by adults would constitute misdemeanors involving violence. Creates exceptions. Modifies venue for juvenile court expunction proceedings. Expands expunction eligibility for records relating to felonies. Modifies requirement for notifying victim in juvenile proceedings of expunction process. Increases the appropriation from the General Fund to the Oregon Youth Authority to support expunction processing. Takes effect on the 91st day following adjournment sine die.
