Prohibits a retailer from knowingly selling or offering for sale, and a retail platform operator from knowingly permitting a retailer to advertise or offer for sale, a child safety system that does not comply with federal standards or standards the Department of Transportation adopts by rule. [ Requires a retailer to disclose clearly and conspicuously in any advertisement or offer for a child safety system whether the child safety system complies with federal standards or standards the Department of Transportation adopts by rule. ] Prohibits a retail platform operator from permitting a retailer to advertise or offer for sale a child safety system unless the retailer affirmatively discloses to the retail platform operator whether the child safety system complies with federal standards or standards the Department of Transportation adopts by rule. [ Punishes ] Provides for a private right of action to enforce a violation of, or failure to comply with, the requirements and prohibitions set forth in the Act, allowing a recovery of the greater of the plaintiff's actual damages or statutory damages of $500 after allowing for a period of 30 days to cure the violation or failure to comply. [ as an unlawful practice under the Unlawful Trade Practices Act. ].

SB 1560 requires Oregon counties to permit places of worship (like churches and mosques) to conduct customary activities such as worship services, weddings, funerals, meal programs, and child care. Counties may only restrict these uses if they prove inadequate public facilities (e.g., transportation or water systems) or health/safety risks. The bill explicitly clarifies that parochial schools (K-12) may still be sited under existing zoning rules. This directly affects how counties regulate religious properties statewide.

Provides that a manufactured-protein food product that bears a label suggesting that the food product is made from meat is misbranded unless the food product label contains text disclosing that the food product is not made from meat. Provides that a fabricated-egg food product that bears a label suggesting that the food product is made from eggs is misbranded unless the food product label contains text disclosing that the food product is not made from eggs.

Prohibits an online news aggregating platform from accessing for an Oregon audience the online content of a digital journalism provider without an agreement. Specifies requirements that an agreement must meet. Creates a private cause of action that a digital journalism provider may bring against a platform if the platform accesses for an Oregon audience the online content of the digital journalism provider without an agreement or fails to comply with an agreement. Allows for the recovery of the greater of statutory or actual damages, and for punitive damages. Bars a cause of action if the platform is participating in arbitration or in compliance with a final arbitration order, judgment or settlement agreement. Bars a cause of action for access that occurs between January 1, 2027, and December 31, 2028, if the platform elects to pay a certain sum amount. Allows a platform or group of digital journalism providers to initiate an arbitration process to determine a percentage of the platform's advertising revenue to be remitted to the digital journalism providers. Requires platforms to report annually certain information about compensation paid to digital journalism providers. Establishes the Oregon Civic Information Consortium. Directs the consortium to award grants for applicants that seek to improve civic information.

Repeals the statute enacted by House Bill 3115 (2021) that established objective reasonableness as a statewide standard, for city and county laws regulating the use of public property with respect to persons experiencing homelessness, as the basis for a cause of action for injunctive and declaratory relief to challenge such laws and as an affirmative defense in the prosecution of violations of such laws. Declares an emergency, effective on passage.
