Relating to Medicaid payments to reproductive health care providers; and declaring an emergency.

Added a specific definition for 'prohibited entity' requiring the provider to be a nonprofit reproductive health care provider that received more than $800,000 in Medicaid reimbursements in 2023 and is ineligible for federal funds.

Expanded the trigger for the grant program to include state or federal rules, regulations, or other government actions, not just laws, that prohibit enrollment in the state medical assistance program.

Updated the language regarding when the grant program becomes operative to explicitly state it starts on the effective date of the law, rule, regulation, or action that causes the prohibition.

Clarified the notification requirement for the Oregon Health Authority to include rules, regulations, and other government actions alongside laws when notifying the Legislative Counsel.
