Relating to the transfer to the State Highway Fund of charges imposed to reduce greenhouse gas emissions from the use of motor vehicle fuel.

Requires state agencies that administer programs to reduce greenhouse gas emissions from the combustion of motor vehicle fuel to deposit fees, assessments or other charges imposed pursuant to the program in the State Highway Fund. Directs the Governor to include in the Governor's budget an estimate of the amounts to be transferred in the coming biennium and recommendations for alternative revenue sources.
