Summary
Provides that vehicle registration for most vehicles will be ownership registration and owners must pay a one-time fee instead of a biennial fee. Preserves permanent registration for certain vehicles and proportional registration for other vehicles. Eliminates offenses related to failing to renew vehicle registration.
