Relating to state parks; prescribing an effective date.

The state parks study requirements were expanded from only studying coastal campgrounds to include funding sustainability, revenue generation, operational efficiency, statutory barriers, infrastructure maintenance, and revenue sources for recreational needs.

New section transfers management and control of Capitol area grounds from the State Parks and Recreation Department to the Oregon Department of Administrative Services.

The Capitol ground management provisions were amended to specify that the Department of Administrative Services manages most Capitol buildings and grounds, with exceptions for the Supreme Court Building and specific State Capitol State Park areas.

The Capitol Operating Account was amended to reimburse the Department of Administrative Services instead of the State Parks and Recreation Department for ground maintenance and utility expenses.
