Summary
] [ Appropriates moneys from the General Fund to _____ for biennial expenses. ] [ Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by _______. ] [ Limits biennial expenditures from federal funds. ] Authorizes expenditures for obligations incurred by state agencies on or after July 1, 2025, that do not exceed specified levels. Appropriates moneys for expenditures. Authorizes payments for debt service, certificates of participation and other financing agreements during the period commencing July 1, 2025. Applies to any state agency for which no budget has become law on or before July 1, 2025. Sunsets September 15, 2025. Declares an emergency, effective July 1, 2025.
