Relating to the financial administration of the State Department of Energy; and declaring an emergency.

Summary
Appropriates moneys from the General Fund to the State Department of Energy for certain biennial expenses. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the department. Limits biennial expenditures by the department from federal funds. Authorizes specified nonlimited expenditures. Declares an emergency, effective July 1, 2025.
