MINOR
The bill transitioned from a draft version to its final enrolled form, adding sponsorship details, chapter formatting, and official signatures while retaining the core policy requirements for nature-based coastal protection rules. The substantive policy content regarding rule adoption deadlines, definitions, and funding remains unchanged between versions.
TECHNICAL
Added official enrolled formatting including chapter heading, sponsorship by Senator SMITH DB, and signatures from Senate leadership and Governor Tina Kotek.
Removed draft-specific headers including 'B-Engrossed' designation and editor's summary statement that was not part of the bill's legal text.
Reorganized bill structure by moving the main text from the beginning to after the chapter heading, consistent with enrolled bill formatting standards.
