Requires an electric utility to pay a net metering customer-generator for the excess kilowatt-hours generated during a billing period. Removes the requirement that a customer-generator grant, but allows a customer-generator to donate, any credit for excess kilowatt-hours generated by the customer-generator to the electric utility's low-income assistance program.
