[ Establishes defenses to the crimes of theft and animal abandonment, and immunity for civil liability, for an entity that takes possession, keeps or disposes of a cat as provided by the Act. ] Establishes a defense to prosecution for theft, and immunity from civil liability, for an entity that takes possession of, keeps or disposes of a cat as provided in the Act. Takes effect on the 91st day following adjournment sine die.
