Relating to the State Board of Towing.

Renamed the State Board of Towing to the Oregon State Board of Towing throughout the bill.

Added new authority for the Department of Transportation to impose disciplinary actions when ordered by the board, and expanded the board's ability to bring civil lawsuits without requiring a bond.

Changed member qualifications: the insurance industry member must now have specialized knowledge of property and casualty insurance, and the law enforcement member must be a sworn officer with experience in local law enforcement towing programs.

Added new rules requiring the board to select a chairperson and vice chairperson, establishing quorum requirements, and limiting voting to no more than two tow company representatives on any matter.

Added conflict of interest provisions requiring the chairperson to assign different tow company representatives when conflicts arise.

Changed the board meeting requirement from unspecified frequency to at least once per quarter.
