Added a new Section 5 that increases the General Fund appropriation to the Department of Environmental Quality by $295,126 to carry out the water reuse provisions.

Updated the House ordering date from March 21 to June 11, and added June 11 to the House Amendments date line.

Added a new Section 6 that declares an emergency effective July 1, 2025, replacing the previous Section 5 emergency declaration.

Added language requiring water reuse policies to protect public health and the environment.

Added the Oregon Health Authority, State Department of Agriculture, and State Department of Fish and Wildlife to the required list of participating agencies in the water reuse team.

Added new duties for the water reuse team including evaluating successful programs from other states and developing technical assistance guidance for local governments.

Added a requirement for the Department of Environmental Quality to submit annual reports on water reuse progress.

Added a sunset provision repealing the reporting requirement on January 2, 2032.

Added an emergency declaration setting the effective date to July 1, 2025.
