Summary
Removes small modular reactor power plants from regulation of energy facilities by Energy Facility Siting Council. Permits developer or local government to elect to obtain site certificate from council for small modular reactor power plant. Defines "small modular reactor power plant." Allows counties to approve permits for small modular reactor energy facilities. Establishes permit criteria.
