Summary
Modifies provisions regarding retention of records of incidents involving the use of restraints or seclusion of children in care and students in public education programs. Directs Department of Human Services to adopt rules regarding installation and use of recording equipment in specified programs. Directs public education programs to provide records of incidents involving use of restraint or seclusion of students to certain investigators ] persons upon request.
