Directs Land Conservation and Development Commission to study feasibility and develop preliminary framework for purchase, through public-private partnerships, of private timber land within Columbia River Gorge National Scenic Area to be managed for recreational purposes. Requires commission to report on findings to interim committees of Legislative Assembly related to environment and natural resources no later than September 15, 2025. Sunsets January 2, 2026.
