Summary
Requires hospital to establish hospital staffing committee, in addition to hospital nurse staffing committee, to develop hospital-wide staffing plan for staff other than nursing staff. Specifies membership and duties of hospital staffing committee. Requires Oregon Health Authority to conduct audits, respond to complaints and enforce provisions regarding hospital staffing committee. Increases maximum civil penalty to $20,000. Takes effect on 91st day following adjournment sine die.
