Relating to forest products harvest taxation; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Extends privilege taxes on merchantable forest products harvested on forestlands. ] Sets rates for taxes on privilege of harvesting merchantable forest products harvested on forestlands. Combines rates for three privilege taxes that are subject to biennial sunset and dedicates stated percentages of moneys from such taxes to respective purposes. Eliminates role of Oregon Forest Resources Institute board in establishing rate of privilege tax dedicated to purposes of institute. Requires changes to rates of privilege taxes or to percentages of three combined taxes dedicated to respective purposes, and review of programs funded by taxes, to be based on harvest forecast contained in most recently released quarterly economic and revenue forecast as of last day of February of odd-numbered year. Prohibits Oregon Forest Resources Institute from expending moneys from privilege tax for general advertising on behalf of institute or institute members. Requires Legislative Revenue Officer to submit report, to interim committees of Legislative Assembly related to revenue, on various subjects related to forest products harvest privilege taxes not later than February 1, 2022. Takes effect on 91st day following adjournment sine die.
