Summary
Modifies limit for six-year period beginning July 1, 2015, on payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by Oregon Military Department for capital construction. Limits expenditures from federal funds collected or received by Oregon Military Department for Youth Challenge Program expansion for six-year period beginning July 1, 2017, in lieu of expenditure limitation previously established by Emergency Board. Modifies limit for six-year period beginning July 1, 2019, on payment of expenses from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by certain state agencies for capital construction. Modifies description of project for which expenditures are limited for six-year period beginning July 1, 2017. Declares emergency, effective on passage.
