Summary
Changes date of Legislative Fiscal Office report on liquidated and delinquent accounts. Eliminates requirement that Joint Committee on Ways and Means include maximum supervisory ratios in budget notes and reports. Repeals transfer of moneys from certain funds and accounts to General Fund. Modifies method for calculating amount transferred from Administrative Services Economic Development Fund to Employer Incentive Fund. Provides that State Chief Information Officer and Oregon Department of Administrative Services are not prohibited from incurring costs or requesting additional resources to develop, maintain or enhance Oregon transparency website. Modifies method for calculating amount transferred from Common School Fund Account to School Districts Unfunded Liability Fund. Directs Oregon Department of Administrative Services to report on new or changed terms relating to compensation in certain collective bargaining agreements. Provides that certain expenditures from Water Supply Development Account are not subject to application process or public benefit scoring or ranking. Modifies types of debt service to be paid from particular appropriations and expenditures limitations. Directs Public Employees Retirement Board to submit preliminary proposals for crediting interest or investment income to funds or accounts. Transfers moneys from School Districts Unfunded Liability Fund to Employer Incentive Fund. Provides that Legislative Assembly shall reflect balances of General Fund appropriations made to judicial department and legislative department, and adjustments thereto, in appropriation measure during each biennium. Increases number of circuit court judges in certain judicial districts. Establishes statutory program for distribution of moneys for tide gate projects. Establishes statutory program for distribution of grants for alternative education programs. Modifies procedure for payment to children's advocacy centers by Department of Justice in certain child abuse cases. Directs Oregon Tourism Commission to provide information and assistance to certain state agencies for purpose of reporting on adjustments necessary to establish commission as program within Oregon Business Development Department. Prohibits certain state agencies from disclosing certain records received from commission in response to public records request. Modifies recipient of certain amounts distributed for emergency shelter in City of Eugene. Merges Elderly and Disabled Special Transportation Fund with Statewide Transportation Improvement Fund. Declares emergency, effective on passage.
