Summary
Proposes amendment to Oregon Constitution authorizing certain proceeds received by state from sale of allowances as part of market-based program for regulation of greenhouse gas emissions to be used to encourage use of low- or zero-emission motor vehicles and authorizing exception for payment of refunds and credits and costs of administration and collection. Refers proposed amendment to people for their approval or rejection at next regular general election held throughout this state.
