Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts and reimbursements from federal service agreements, but excluding lottery funds and other federal funds, collected or received by Oregon Government Ethics Commission. Declares emergency, effective July 1, 2017.
