Summary
Prohibits Legislative Assembly from funding new bulk coal or oil terminals for biennium beginning July 1, 2017. Requires certain railroad carriers to submit financial responsibility statement to Department of Environmental Quality. Conditions issuance of certain Department of State Lands permits on balancing test that weighs potential environmental harm of proposed project against public need. Requires Department of State Lands to consider risks of oil spill when issuing or amending certain leases. Prohibits construction, extension or use of wharf for receipt and discharge of crude oil. Takes effect on 91st day following adjournment sine die.
