Relating to crimes committed against animals; declaring an emergency.

Modifies crime of aggravated animal abuse in the first degree to include maliciously causing physical injury to animal. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Requires person convicted of certain animal crimes to register with law enforcement agencies. Requires disclosure of registration information on request and authorizes disclosure via Internet. Imposes registration fee and continuously appropriates fee moneys to Department of State Police for purposes of Act. Creates crime of failure to report as animal abuser. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Declares emergency, effective on passage.
