Summary
Prohibits health care provider from billing medical assistance applicant or recipient except as provided by Oregon Health Authority by rule. Requires health care provider to wait for payment for 90 days before assigning claim for collection. Directs authority to convene stakeholder group to discuss, and report to Legislative Assembly on, changes in claims processing.
