Relating to assessment for purposes of ad valorem property taxation; and prescribing an effective date.

Summary
Authorizes city within county with population greater than 700,000 to define "area" as city in which property is located, for purposes of certain ad valorem property taxation statutes. Requires public hearing and approval by three-fifths majority of governing body of city. Authorizes county assessor to withhold proportionally from property tax distributions to cities that adopt definition actual costs incurred by county, not to exceed $60,000 total, for software upgrades required because of adoption of definition. Takes effect on 91st day following adjournment sine die.
